Telegram from Hong Kong to the British and Chinese Corporation, London.— (Communicated by Mr. Addis, February 23.)

WE have received a telegram from J. O. P. Bland :-- "Hankow-Canton Railway.

February 23, 1909.

"Chang Chih Tung definitely informs the British Minister will not agree to control of loan funds or engineer's certificate, insists upon immediate firm offer based on his conditions, intimates if we refuse others will agree to.

"The British Minister, fearing German competition anticipating on account of political exigencies it may be necessary, though regrettable, eventually concede financial loan, inquires whether the British and Chinese Corporation are prepared to abandon conditions.

"In consultation with M. Casenave, E. G. Hillier, I am (we are) of opinion Chang Chih Tung proposal unacceptable to the British and Chinese Corporation, offering prospect of trouble with no profit. Telegraph instructions as soon as possible."
